Governor Appoints Kevin Hall as Executive Director of the Virginia Lottery
RICHMOND, Va. — Governor Abigail Spanberger has appointed Kevin Hall to serve as Executive Director of the Virginia Lottery.
Hall previously served as Executive Director of the Lottery from 2018 to 2022, leading a period of significant growth and modernization for the agency.
During his tenure, the Lottery launched its online iLottery platform, implemented Virginia's sports betting and casino regulatory programs, and generated record funding for the Commonwealth's K- 12 public schools.
"Serving as Executive Director was the most meaningful and rewarding work of my career, and it's a privilege to return to a job I genuinely loved," said Hall. "The Virginia Lottery has a simple but powerful mission: generate funding for Virginia's public schools. Every day, the work done by the people in this agency helps make that happen. I'm grateful to Governor Spanberger for the opportunity to serve again, and I'm excited to get back to work."
Prior to his initial appointment as Executive Director in 2018, Hall held senior leadership positions in Virginia state government and on Capitol Hill, including service in the administrations of Govs. Mark Warner and Tim Kaine. He also served as a senior communications and policy advisor to U.S. Sen. Mark Warner in Washington.
Since leaving the Virginia Lottery in 2022, Hall has worked as a public policy and communications consultant for a variety of clients. The Virginia Lottery remains one of the Commonwealth's most successful agencies and among its largest and most reliable sources of funding for public education.
Since 1999, all Virginia Lottery profits have been dedicated to K-12 public schools, generating billions of dollars in support for students, teachers, and classrooms across the Commonwealth. Hall resumes leadership of the agency at a time of continued growth and change across the gaming industry. In addition to generating revenue through lottery sales, the agency also is responsible for regulating land-based casinos and mobile sports betting in Virginia, with a focus on maintaining a strong commitment to consumer protection and responsible gaming.
"The Lottery has been incredibly successful for almost 40 years, but we can't stand still," Hall said. "The gaming landscape is continuously evolving, and our job is to make sure the Lottery remains innovative, responsible, and worthy of the public's trust while continuing to deliver strong results for Virginia's schools."
