Presidential decree to impose new restrictions on online gambling in Brazil
A presidential decree is expected to prohibit access to online gambling for certain people and introduce new advertising rules.
Brazil.- Just under two-and-a-half years after signing the Brazilian gambling legislation that paved the way for the launch of the regulated market in January 2025, President Luiz Ignácio Lula da Silva is to present a presidential decree imposing new restrictions on online gambling in Brazil.
The imminent measure will be less drastic than the proposal of an online gambling ban in Brazil put forward by some other members of Lula’s party but will prevent some people from participating.
According to Focus Gaming News Brazil, journalist Lauro Jardim in local media outlet O Globo reports that the text will include a ban on online gambling for people who join a new government debt refinancing programme. The second measure will ban advertising practices that are deemed to be misleading or to encourage compulsive behaviour among users.
The initiative stems from an assessment by the Presidential Palace that the growth of online gambling has contributed to increased public debt. It’s feared that this consequence has also negatively impacted public perception of Lula’s administration.
The proposal seeks to limit access to gambling and reduce incentives for gambling, especially among people in vulnerable financial situations. The measure is being drafted by the Civil House in conjunction with the Ministries of Finance, Planning, and Justice, and is expected to be published in May 2026.
The government has not yet detailed how the restrictions will be implemented, nor what criteria will be used to identify advertising content considered to infringe the new rules.
